Below are my modest adjustments for a several E-DR16 themes aimed to eliminate all UTF-8 related issues.

N.B. Please remember! You need to adjust the following symlinks MANUALLY (if the respective maintainer of Your distro still prefer to use the default shitty "Vera*" fonts family):

/usr/share/e16/fonts/bold.ttf
and
/usr/share/e16/fonts/normal.ttf

The themes below suppose that You're using the "DejaVu" fonts family for this symlinks. Also it's possible (but not likely) that you'll need a "Terminus" fonts installed in your local PC.
